What to Wear in Lisbon in December
Lisbon in December: 15°C / 59°F afternoons, 10°C / 50°F nights, about 11 wet days, and hills you climb on foot while the lifts are closed.
- Navy hooded rain shell — showers on about 11 days, and the hills need both hands
- Saffron cotton cardigan — 15°C / 59°F afternoons need a layer, not a coat
- Cream-grey waterproof sneakers — rubber soles grip wet calçada where leather slides
- Stone Oxford shirt and navy straight trousers — Chiado at lunch and a fado house at night
- Caramel zipped crossbody — the UK Foreign Office warns of thieves at crowded tram stops
- Cobalt midi dress — Christmas dinner, under the cardigan
- Heels or smooth leather soles — polished limestone in the rain
- Counting on the Glória or Bica lifts — out of service
- A tram after 8pm on Christmas Eve — last year only some bus routes ran
Dress for the ground. NOAA's 30-year record for Lisboa Geofísica puts December at 15.2°C by day and 9.6°C at night, with about 107mm of rain on roughly 11 days and no frost at all. That is jacket weather, not coat weather. What December adds is water on calçada, the white limestone paving laid across the old city, and IPMA's bulletin for December 2025 describes rain that came "por vezes forte e sob regime de aguaceiros", at times heavy and in showers. Back in 2016 the city's then urbanism councillor, Manuel Salgado, spoke of the risks calçada carries "quando está muito polida e é escorregadia", when it is very polished and slippery. This year you climb more of it on foot: Carris lists the Glória, Bica and Lavra lifts as out of service, though tram 28E has resumed its route through Estrela to Campo de Ourique (Prazeres). Pack a hooded shell, a light cardigan, shoes with a real rubber sole and a crossbody that zips.
Lisbon's December is mild in the air and slippery underfoot. With the hill lifts closed, pack for wet limestone climbs: the shoes are the whole outfit.
The capsule
01Deep navy hooded packable rain shellDecember rain in Lisbon comes in showers, on about 11 days on NOAA's record, and you want both hands free on a staircase street in Alfama rather than one holding an umbrella in an Atlantic gust. A hooded shell goes on in seconds and packs into the crossbody when the sun comes back, which it usually does within the hour. At 15°C / 59°F it needs nothing heavier under it than a cardigan.
02Saffron cotton cable-front V-neck cardiganThis is the weight Lisbon's December asks for: a cotton knit for 15°C / 59°F afternoons and the 10°C / 50°F walk back from dinner, not a wool coat. Saffron is the yellow of the city's trams and of the Christmas lights strung over Rua Augusta, and it brightens a navy shell on a grey day. Button it over the Oxford shirt or the dress.
03Stone cotton Oxford button-downAn Oxford shirt does three jobs here: a base under the cardigan, a collar that sits neatly over the knit at a Chiado lunch, and a layer that dries fast if the shower catches you before the hood goes up. Stone rather than white, because white shows the grey splash from wet pavements.
04Navy cotton-twill straight trousers, ankle lengthAnkle length keeps the hem off a wet staircase, and a straight leg clears the sneakers when you climb. Cotton twill dries faster than denim if the rain gets to it before you reach a café. Navy matches the shell, so the outfit reads as one piece from Baixa to the Castelo.
05Cream and grey waterproof leather sneakers, rubber soleChoose these first and the rest of the capsule follows. Wet calçada is the hazard the city's own councillor named, and a rubber sole grips polished limestone where leather slides. With the Bica and Glória lifts shut, the climbs from Cais do Sodré and Restauradores are on foot, so the shoes have to be comfortable for an hour uphill and waterproof for the puddles at the bottom.
06Caramel leather zipped camera crossbodyThe UK Foreign Office's advice for Portugal is specific: "Take care on public transport and at crowded bus and tram stops", because thieves work in teams. A small crossbody that zips shut and sits in front of you is the answer on a crowded 28E or in the Christmas crowd on Rua Augusta. Caramel goes with the saffron and the navy.
07Cobalt elbow-sleeve crepe midi dressFor Christmas dinner or a night at a fado house in Alfama: elbow sleeves and a midi length need only the cardigan on top at 10°C / 50°F. Crepe does not crease in a crossbody-and-cardigan day, and cobalt is a strong colour under the white Christmas lights on Praça do Comércio. Wear it with the sneakers on the walk and keep it simple.
08Stone chunky rib roll-neckThe one warm knit, for the evenings in the last week of the year when a north wind off the river makes 10°C / 50°F feel colder. A chunky rib roll-neck under the shell is enough for an hour outdoors at the New Year's Eve concert on Terreiro do Paço. Stone ties back to the Oxford shirt.
Day to night
Stone Oxford · saffron cardigan · navy straight trousers · navy shell open · waterproof sneakers · caramel crossbody. Take the 28E from Martim Moniz and get off at Largo Camões for Chiado, then walk up to the Bairro Alto viewpoints with the hood up for a passing shower.
Cobalt midi dress or the trousers with the roll-neck · cardigan · shell in the bag. The Christmas lights on Rua Augusta and Praça do Comércio after they come on at 5:30pm, then dinner and fado in Alfama, walking down rather than up.
A suggested look — navy hooded rain shell, saffron cotton cardigan, stone oxford shirt, navy straight trousers, cream and grey waterproof sneakers.
What to avoid
- Heels and smooth leather soles — wet, polished limestone
- The Glória, Bica and Lavra lifts — out of service
- A tram after 8pm on Christmas Eve — last year only some buses ran
- An open tote on a crowded tram — pickpockets work in teams
- A heavy winter coat — no frost on NOAA's December record
Frequently asked questions
Mild and showery. NOAA NCEI's 30-year record for Lisboa Geofísica, an IPMA station in the city, gives an average December high of 15.2°C and a low of 9.6°C, about 107mm of rain on roughly 11 days, and about 8 days with more than 2.5mm. It recorded no December night at or below freezing in those years; the coldest was 2.4°C. November is wetter, at about 127mm. Daylight shrinks from 9h 40m on 1 December to 9h 27m at the solstice, with sunset at about 5:15pm.
A deep navy hooded rain shell, a saffron cotton cardigan, a stone Oxford shirt, navy straight trousers, cream and grey waterproof sneakers with rubber soles, a caramel zipped crossbody, a cobalt midi dress for an evening out and a stone chunky roll-neck for the coldest nights. That covers a 15°C / 59°F afternoon on the hills, a shower on wet limestone and a 10°C / 50°F evening outdoors. Leave the heels, the heavy coat and the big tote at home.
Not all of them, as of October 2026. Carris lists its lifts, including the Glória, Bica and Lavra funiculars, as being tested and out of service, and suggests bus 51E instead of the Glória, 22B for the Bica and 19B for the Lavra. Tram 28E resumed service on 11 May 2026; the current Carris route runs from Martim Moniz through Largo Camões and Estrela to Campo de Ourique (Prazeres). Check Carris before you travel; either way, pack shoes for climbing wet limestone on foot.
Waterproof sneakers, a hooded shell and a zipped crossbody, for an evening on foot in a crowd. In 2025 the lights ran from 22 November to 4 January across Praça do Comércio, Baixa and Rua Augusta, switched on from 5:30pm to midnight Sunday to Thursday and until 1am on Fridays and Saturdays; the 2026 dates are not out yet. Wonderland Lisboa, the largest Christmas market in Portugal by Visit Lisboa's description, filled Parque Eduardo VII with a Ferris wheel and an ice rink, free to enter. The Rossio market closed on 21 December last year, before Christmas.
Early-to-mid December for the markets, late December for New Year's Eve. The Rossio Christmas market ran from 14 November to 21 December in 2025, so it is gone by Christmas week, while the lights and Wonderland run into early January. Christmas itself is quiet: the Sé closes on Christmas Day and New Year's Day, and on 24 December last year Carris ran only some bus routes after 8pm. New Year's Eve 2025 brought a free concert on Terreiro do Paço from 9:30pm and fireworks over the Tejo at midnight.
Almost identical outdoors, colder indoors in January. NOAA's Lisboa Geofísica record gives December 15.2°C and 9.6°C, January 14.9°C and 8.7°C, with about 11 wet days in each month and almost the same rainfall. December's problem is the ground: wet calçada and the closed lifts, which is why this guide is built on grip and a hooded shell. January is the coldest month of the year, and the cold that catches visitors is inside poorly heated houses, which our January guide answers with layers you keep on indoors.
Dark, practical layers and good shoes, with older Lisbon shops filling the gaps. Chapelaria Azevedo Rua on Rossio has sold hats, scarves and umbrellas since its founder arrived in the city in 1886, according to the city's Lojas com História register, and A Vida Portuguesa, which Catarina Portas launched in 2007, sells long-established Portuguese brands from its shops in the city. On the street you see a rain jacket or a short wool coat, jeans or trousers, and leather sneakers rather than heels, because of the hills.
